    Library Card Registration Form. 

Complete the form and submit, then come into the library with photo ID that shows your name and current address.
Under 18?  Complete the form and bring your parent or legal guardian to the library.

Fees
If you live outside the city limits of Richland, there is a non-resident fee of $40 per year.
